.. Lottery-like option in the Cash Shop. :P You buy a ticket and you get to choose a treasure chest to win something such as the hat. And those ones are permenant costumes. xD

it is possible that that hat isn't permanent, though.
you can get costumes and headgears from CS treasure boxes that expire in 30 days. it's quite difficult to get the permanent ones, that's why they are quite expensive.
