so if I make Tier two Elrues, and Zir, will the odds of me succeeding be higher?

No, t2 is used to enhance higher lvl weapons. I believe from 30-50.

Buy some Lucky Elrues from vendor in front of Blacksmith...you could also go the Fiesta Store route and buy enhancement stones that will ensure at least a higher percetage of enhancement with no breakage

If you remember the sixties [ie "the summer of love"--1967] you prolly were not there.

Try using blessed stones as they increase the chances of success.
You can only T2 stones on level 2 weapons.
