A Glitch in the Long Bow level requirement? o.o

I've been currently playing on my archer (mainly to hunt easter eggs).
I've noticed the level requirement difference in a normal Long Bow and a Green one.
Glitch? Or is it really like that? o.o

Its like that for all low lvl weapons

Green weapons usually have a higher requirement.

It's also like that for some level 80+ greens.

That is pretty much the true reason. The really low (1-15) AND really high (80+) are all like that.
