AVI --> picture file
I would like to create a moving .gif or .jpg or w/e picture extension you use. Does anyone know of a program that can change a short .avi file to a .somepicturetype file?
I would like to use this moving picture file as an avatar. Thanks for any help!
an example of what I would like is my avatar that is on right now =)

Try searching something like "free avi to gif converter" on Google and try out some until you find one that works for you. Most of the things on there will have free trial versions.
I use River Past Video Cleaner with the Animated GIF booster pack for this sort of thing. Some video editors allow you to export to animated gif format too. I know Premier Pro does, but it doesn't always come out so great from there so I generally use the River Past thing.

I use imageready, which is a program you get with photoshop.

I don't have imageready anymore, they killed that program when CS3 came out. Now that I think about it though, there's probably a way to do this with Photoshop CS3 too.

Yeah I think that's the idea they had. They moved most of the stuff ImageReady did to Photoshop and Fireworks and just ditched poor ImageReady entirely. I don't know how to convert video to animated gif with either of those programs though.
