Basically, color is how your brain percieves various wavelengths of light as reflected/absorbed by an object. When an object reflects all of the radiation in the visible spectrum, your brain percieves that as being "white" while if an object absorbs all of the light it is percieved as being "black" with other colors being the result of absorbing/reflecting of the other wavelengths in varying degrees in the visible spectrum.
So, in short, yes, white is a color and black is not a color (as it is an absence of reflected spectrum).
