Checked into it and I would like to thank you for this.
It seems one of the things I was having trouble understanding happened to be this. You MUST have item to start quest.
So, everything I said before with a Must Have Silver Necklace to obtain quest.

That was what I used to check on if you needed it to start the quest.
And it turned out that you did need it before you started.
