I'm not much of an expert on this, but as an Archer, you might want to have at least one skill you can spam like a 'madman' so that you can use it while waiting for your other spells to cool down.
I guess you'll just have to decide for yourself which skills are worth the points and which ones aren't.

I'm not sure, the max you can use per enpowerment is 5. so you can have 5 in power, 5 in sp consumption, 5 in cool down time and 5 in buff time. You'll probably use more sp if you keep using a skill because it has a low cooldown. Because (using Aimed Shot) that skill has a higher sp consumption, it's just best to evenly spread out cooldown time and sp consumption imo.
