You only need to follow and do your quests. I think I was able to do that until level 28; then I needed to grind.

Dedicated-Tankers need points in Devastate and Mock. Full 10 points on CD and optionally SP-consumption, Devastate needs Duration, Power and CD, maybe even SP consumption as it's easily the best Fighter-skill. You're still early on in levels, so try saving for them. Might want to get a reset-scroll to remove the Slice & Dice empower.

Stat-build still means Mock and Devastate are good for tanks.
CD = Cool-Down, the amount of time it takes to use a skill again after it's already been used.

Not to mention they made leveling ridiculously easy for lower levels. Mara KQ should be able to get you a nice chunk of exp each run.

The normal quests give far more exp than the kq does..

I have a lvl 23 fighter. I decided to be a tank and even the phinos in lvl 20 abyss only do like 10 damage to me. lol 10 damage from my 800+ base hp. not to mention my guild queen is always giving me a buff. so i always have about 1800+ hp and i only use t2 def scrolls during kq's. but tanking is so much fun, im thinking about making it my main. my current main is lvl 60 archer. =D but a pure end tank like myself does very good at taking damage especially with t2 scrolls ^^
