Hey there.
The most important thing for a cleric is the Heal skill. You'll be using this some uncountable number of times throughout your clerical life, so a "must-do" thing is to put 5 points into the cooldown.
5 points into SP consumption isn't a must, but it's very useful, and cuts down a lot on your SP stone/pot usage.
5 points into power is also good, but for me atleast, it's not a priority at the lower levels.
Then comes Bash, which will be your only meaningful attacking skill for a long time. 5 points into power, and if you solo a lot, you can consider putting 5 into either of CD time or SP cost.
Then, the level 20 skill Invincible. 5 points into duration for this skill which takes it up from a 10s effect to a 17.5s effect.
Here, check out the wiki for some great info regarding the game (and if you can help update it, that's also great ); and more specifically, here's the info on Cleric Skills. There you can check out all the skills you'll possibly get, and can see what each improvement does to them. Also check out our Guides forum where there are lots of cool guides, not only for clerics, but general guides too.

I have a cleric myself, and I would say that don't bother with the SP cost. Imo, the stones aren't that expensive, that you should waste your points on that.
And clerics have a lot of SP stones anyway. xD Even with no points in SP cost, you'll see your other party members restone a lot of times, before you have to, especially at higher levels.
So.. Max CD and power on heal is a must, and I found it very helpful to have max CD and power on the skill Rejuvenate too.
About Invincible.. it might seem good to have max duration at lower levels, but as I've seen, in the higher levels, the skill tends to break before it can run out. But if you still want it to last longer then perhaps put just 1 point to it.
The first point gives it +3,8 sec, which is already a lot.
At 60, you get the Quicken, a skill that let's you cast a skill without triggering it's cooldown - would recommend putting 5 points to Cool Time. Very useful when you're in a party - good to use with Incinvible, Revive, anything :P.
Anything to the attacking skills is personal preference, you have to think, how much you're gonna fight/solo. Bash is recommended (max power and CD), but empowering Trip or Bleed is might not be very useful, unless you plan on being a PvP cleric.
My 2 cents. Hope you find it at least a bit useful. ^^

Yeah, Quicken, though I just call it "ingore cooltime".
You should find it on the last page of Elderine skill master.
Aand my highest lvl cleric is 91, but I have some lower nubs too. xD

Okay so, I had the same problem as you when I first started my cleric. (I didn't even know what a skill point was back then too ._.).
So we all know that putting 5 points in cd for HEAL is a must. Putting 5 in power is also very helpful.
As a cleric I never really attacked (Full support, but I love to pvp . ) but you can put points into your attack skills too.
I put 10 points in REJUV (The big healing skill.) 5 in power and 5 in cd. It helps a lot in LN when my heal is in cd.
You really don't have to use any points on invigorate, but since I use that skill a lot I just put a few points in power and cd.
TIP: SP consumption might help you, you don't have to use it though.
Don't put any points in the buff skills whatsoever. It does not help anything or anyone.
Hope I helped a little bit and didn't sound confusing.
