Effects of Blue Sets

[For blue sets] It says for the Restore Set "Increases HP restoration amount of Restore skill (25%)" for 2 items and "Increases Restore skill effect duration (25%)" for 3 items. But it also says "Piece of the Restore Armor Set. Collect all 3 pieces to unleash its mystical effect." If you have all 3 pieces, does the buff/benefits stack (do you get the benefits of the 2 piece set and the 3 piece set)?

I believe you do get both... or at least I was under the impression that it does...

Okay just wondering; I wasn't sure whether to buy the boots or not. I had around 300s and the boots were 200s...I didn't want to go broke (again) and not get the effects I wanted.
EDIT: Now I have almost 400s again (with 50 in storage I need to transfer to my Trickster) after a guild member gave me 35s for my (almost) 3 stacks of dims
