Who sells clerics skills after level 20?

Paladin Master Keast in Elderine.

If nothing's changed, it's straight ahead after you enter from the Forest of Mist, down the stairs and straight ahead down the boulevard. Keep going a long way until you get to the first quarter side of the map or until you see Guard Captain Shutian. Keast should be the first one on the left.
